This essay analyses the interaction of old (governmental) and new (private-sector and social) players, regarding the cooperation of the state, foundations and consultants within projects that focus on quality development in schools. It is referred on a project, founded by the German Research Foundation (DFG), withholding two case studies. The results of these, gathered by the combination of data from document analyses, qualitative interviews and standardised questionings, show in which way schools handle offers (understanding of a "good school" and referring offers for qualification) of the players. Schools could either accept or deny these offers or find solutions individually. Results show that schools are an important partner regarding school development. Thus, specific interests of schools should be considered regarding the design and conduction of projects. (DIPF/Orig.).
