• The recent advice to the government with regard to its minorities policy by Van der Zwan and Entzinger (1994) is clearly articulated within the deficit approach. However, it takes thinking about deficits and citizenship for ethnic minorities a step further than helping them to rise in the meritocracy and thus to acquire equal opportunities.
