  • A slowly growing awareness of the close links between land use and water resources is now reflected in a new interest in the consequences for governance. The realization of the land/water linkages has evolved along different ways in the North and the South. The former experience is related to human interventions with chemical determinants of the water passing through the landscape, and is the major challenge addressed in the temperate region. The latter is related to interventions with physical determinants, influencing the flows and pathways of incoming precipitation, which constitutes a dominating challenge in the low latitude regions where a high evaporative demand involves problems not encountered in the temperate North. Environmental and natural resources management without land/water integration as a necessary component will not be successful, therefore, a new hypothesis is ready to be tested.
