  • [...]of mid-year cuts announced in late 2003, UC's and CSU's enrollment targets were further reduced for 2003-04, which meant that there were no midyear admissions, a decision which particularly affected potential transfer students. UC-bound students probably have a wider range of options than CSU-bound students. Since most of them come from more affluent backgrounds, and are not place-bound (as is typical of CSU students, who tend to be older--average age 28), they might have the option of going out of state. Since the CSU provides access to higher education for the majority of first-generation, working-class students (both white and of color) who receive a higher education, not only will fewer of them have any chance for higher education, but the erosion in the quality of that education means reducing their chances for acquiring the analytical tools that more privileged students will continue to receive. The current budget cutting will only make these figures worse in years to come. Since 80% of Latino and African American students in the State are enrolled in Community Colleges (Shulock and Moore 1), their only route to a bachelor's degree is through the transfer process. 11 But they are doubly threatened, first by cuts to the Community College system which make it harder for them to enroll in Community College in the first place, then by cuts, rising fees, and changing requirements for transfer, which make it harder for them to go on to a four-year institution for a bachelor's degree.
