  • This article gives an historic overview of the development of foreign language teaching and learning in primary schools from the early 17th century to its final establishment in German schools at the beginning of the 21st century. Special emphasis is laid on early attempts during the time of pedagogical reform movements at the end of the 19th century. This proved to be without consequences for further developments and a new start after the Second World War was necessary. From the 1960s onwards there were numerous successful experiments in primary school foreign language teaching. Although positive reports from schools were published in the relevant educational journals, foreign language learning in the primary schools was not introduced on a large scale. Only with the beginning of a growing European unification movement towards the end of the last century, motivation for early language learning became a major pedagogical and political concern. This led to an extensive introduction of foreign language learning in schools, combined with interesting research projects. Finally, in 2001 foreign language teaching, mainly English, became obligatory in all 16 German federal states. (Verlag, adapt).
