• I cannot convey to you an idea how painful it is to the English traveller abroad to observe how much his country has sunk in the public estimation of Europe during the last year. No one can be more perfectly aware of the utter injustice of the conclusions on which this is based. I know full well that England and France, that is, the West, are as much possessed of real power and resources as ever, and that with constancy and wisdom they must prevail.
