On January 1, 1989, the European Space Agency's Information Retrieval Service (ESA-IRS) instituted a new pricing policy that virtually abolishes connect-hour charges, except for a running "housekeeping" charge of $11.84 per hour. Using a representative ABI/INFORM citation of about 1,920 characters, prices of Dialog and ESA-IRS were compared. Assuming a 2,400 baud speed, Dialog's real cost per the ABI/INFORM citation is about $1.05; ESA's is $1.15. However, an effective comparison needs to take into account the searcher's style. For example, if the user spent 15 minutes in the database keying commands and expanding index fields, the user would spend $28.50 on Dialog, compared to $2.96 on ESA. Also, telecommunications surcharges must be considered.
