  • The economic and political elements in the economic slowdowns that took place in the Organization for Economic Cooperation & Development (OECD) countries, especially European ones, on one hand, and in the USSR, on the other, are discussed. Most people regard the developments in the 2 areas as entirely separate phenomenas, to be attributed to completely different causes. It is possible that they are right, but there are sufficient similarities to make one wonder. The gist of the argument is that in the post-war period a primary wave of boom and recession was experienced in both the West and the USSR, partly for economic reasons and partly for political reasons. The political reasons pertain to the compulsory powers of the state and the economic reasons include everything else, even social phenomena like demographic or attitudinal change. Political causes may be further divided into systemic and non-systemic. Systemic causes are those that arise from the nature of the political system itself or changes in it. Non-systemic political causes are those that arise from the discretionary exercise of power by governments, within the confines of a given political system.
