In a written ministerial statement, Michael Gove, Defra Secretary of State, said the government recognised that animals are sentient and pledged that it would 'continue to promote and enhance animal welfare, both now and after we have left the EU'. Gove went on to say animal welfare rules would be strengthened, including increasing sentences for those guilty of animal cruelty and a hope to 'crack down' on puppy smuggling and the importation of puppies under six months. Article 13 is clear on this duty: 'In formulating and implementing . . . policies, the Union and the Member States shall, since animals are sentient beings, pay full regard to the welfare requirements of animals, while respecting the legislative or administrative provisions and customs of the Member States relating in particular to religious rites, cultural traditions and regional heritage.'
