Using the bureau's research findings, Kelley helped lobby Congress to pass the Keating-Owen Child Labor Act of 1916 - which banned the sale of products from any factory that employed children under the age of fourteen - and, five years later, the Sheppard-Towner Act, which created the nation's first social welfare program by funding health care clinics that provided services to combat maternal and infant mortality.
