  • With the state failing to muster the political will to complete the road, Whig Party leaders in Little Rock during the 1840s attempted to get outside money by selling it as a link in a national highway that would connect the eastern states with Texas and the Far West. A combination of territorial projects, indirect aid to states, state-sponsored projects, and government assistance to private enterprise allowed the country to stumble its way into a reasonably effective system of land transportation by 1860. Outstanding successes along the way were the National Road, also known as the Cumberland Road, that connected Baltimore with the Mississippi Valley, the Erie Canal that linked New York City with Lake Erie, and the Baltimore and Ohio Railroad that led the nation's way into the future.2 Federal support for territorial projects and a national defense rationale would have the greatest bearing in getting the Memphis to Little Rock Road built. [...]by 1800, a centralized and well-funded federal agency delivered two million, and, in 1840, a remarkably large and well-managed U.S. postal service handled 41 million.
