  • Barack Obama is elected president of the United States on a platform that promises significandy increased financial aid for low-income college students, increased support for historically black colleges and universities, and continued support for affirmative action in higher education. 2008: The National Opinion Research Center at the University of Chicago reports that 1,821 African Americans earned doctoral degrees at U.S. universities in 2007. Economic stimulus bill passed by Congress and signed into law by President Obama includes nearly $7.2 billion in extra funds for the Pell Grant program for low-income college students.
