The rapid, simultaneous construction of markets, democratic regimes, rule of law, and civil societies is impossible in most Soviet successor states. The USSR's collapse failed to generate two necessary conditions of such revolutionary change: a revolutionary elite and the capacity to pursue revolutionary policies. Ukraine and Russia are paradigmatic examples of the diametrically opposed paths that the USSR's successor states can follow. The structural legacy of the Soviet collapse permitted Ukraine to succeed at unspectacular evolutionary change but condemned Russian to spectacular revolutionary failure.
