The Austrian monarchical and bureaucratical institutions that evolved from 1780-96 underscored state scrutiny of social and individual life. Joseph II's death only served to decrease the drive for political reform, but did not hinder the continuation of government bureacracy. Thus, monarchical absolutism reigned supreme over Austria, in part due to the absence of both strong resistance and a defined feudal constitution.
