The chapters in this volume present a principal-agent theory of indirect foreign policy action and proxy warfare, assess it via a series of case studies, and find important consistency between the theory and the case evidence. This is not, of course, a proof of validity, but it establishes enough support for the argument to warrant considering its implications for U.S. national security policy.
In this chapter, I address these implications in five steps. First, I discuss the project’s implications for best practices when relying on proxies: When the United States uses this tool, how can it be done most effectively?
