- To complete the analysis of the new contours of a Congolese state, we must survey briefly the process of decomposition of the original six provinces and the emergence of twenty-one new units. The transformation of six into twenty-one entirely changes the character of the Congolese polity. Although it is too early for definitive judgments on the new provinces, there is ample material for speculation on their origins and nature. The wholesale redrawing of its internal boundaries is another remarkable Congolese political innovation.
