The German system of education offers students a great number of options, with multiple tracks leading to the various exit points. Originally, there was a clear-cut distinction between academic education, leading to a general certificate of eligibility for university studies, and the various forms of vocational education, building upon minimal or intermediate general education and leading directly to employment on the labour market. As a consequence of a series of educational reforms during the last decades, this distinction has been lessened to a considerable degree. Now, the system responds with much flexibility to individual needs, allowing young people to move through the system in various career patterns (OECD, 1996). Officially, vocational and academic education at the upper secondary level have been declared ‘equivalent’, with the consequence that the International Standard Classification of Education (ISCED: UNESCO, 1989) provides only one category for both.
