  • States may pose dangers or commit breaches of international law to which other states must respond in order to protect themselves and their citizens and residents. Military aggression, its preparation, proliferation of weapons of mass destruction, promotion of terrorism, environmental pollution, deprivation of cross-border resources are just a few examples. At the same time, states have become closely interconnected as economic areas through globalization and have become dependent on cross-border trade. This makes economic sanctions the instrument of choice to influence the actions of other states or at least to express disapproval in a powerful way. However, the influence on the political actors is indirect, because state-related sanctions primarily affect the population, which must expect poorer economic conditions, including mass unemployment and serious supply shortages.
