• This chapter outlines the analytical framework that guides our examination of policy mixes and diffusion of wind power in Denmark, Finland, Norway, and Sweden, with emphasis on the period 2010–2020. The framework enables us to search for change and variation—not only in what has happened, but also why and how. The focus is on the energy-economic situation, the role of the EU, and domestic politics at national and local levels, as well as the policy context for technological development. We combine various approaches and theories to examine wind power in the four countries—including the policy mix and national resource endowment literatures, theories of Europeanization, and the role of domestic politics. Taken together, these literatures allow us to develop a multilevel governance framework that is attentive to political feasibility and the broad spectrum of policies that influence the complexity of wind power in energy-transition processes.
