• On May 18, 2020, French President Emmanuel Macron and German Chancellor Angela Merkel took a very important step for the European Union towards a common financial policy with their proposal for the EU Reconstruction Fund. The Franco-German commitment to the possibility of the European Union taking up debts without directly and explicitly securing them through loans to nation states, but instead using this to finance direct expenditure in the member countries, is tantamount to a small system break. One can even see it in indirect analogy to the history of the United States of America as a kind of “Hamilton moment”, in which a new federal level is constituted by the fact that it can not only take on debt, but with it also receives greater autonomy on the expenditure side.
