• Shearson Lehman Brothers Holdings Inc., (SLB) and the California Department of Insurance Thursday announced that the proposed rehabilitation plan for First Capital Life Insurance Co. (FCL), announced on Feb. 4, has been amended to reflect a decrease in the schedule of charges for policyholder surrenders. Under the modified plan, policyholders who elect to surrender before the rehabilitation plan commences will receive 85 percent of their current cash value, up from the originally proposed 75 percent.
