Through the establishment of composting programs, New York State's Department of Correctional Services (DOCS) has been able to save $4.9 million in disposal costs as well as divert 34,000 tons of material in a 3-year period. Through humble beginnings and patient administrative support, the New York DOCS Waste Management initiative has grown to provide significant alternatives to landfill disposal for a major institutional generator. The combined efforts of university research, regulatory guidance and support, and staff dedication have yielded an example of what can be done to mitigate the cost of waste disposal and produce usable products that are environmentally benign.
