Resolutions adopted yesterday at the end of the two-day 27th National Conference of Employers of the Employers Confederation of the Philippines (ECoP) focused on the need to build up manpower skills relevant to industries, and to ensure this pool is sustained. Those main thrusts included taking an inventory of skills crucial to economic development; ensure adequate work force planning and development with "essential, critical skills"; identify mission- critical skills that will be in short supply and develop an HRD (human resource development) plan to provide a pipeline for fresh talents and skills; improve talent management through better recruitment, job design, HRD, retention and motivation programs, and performance-based pay systems; raise funding for research and information systems on critical labor markets; form "opportunities advisory boards" in colleges and universities aimed at resolving jobs-skills mismatch; fund, create, test and fine-tune a labor market signal system in key industries, schools, colleges and universities to determine whether specific skills will be in demand, in shortage or will be in oversupply; as well as ensure flexibility in HRD in relation to introduction of new technologies.
