  • The structure of the US naphthenic oil industry may be changing due to a scheduled government regulation change in November 1985. The Occupational Safety and Health Administration (OSHA) hazard-communication standard requires producers to label as carcinogenic any product found to cause tumors in animals. Although there is a difference of opinion about determining what oils are carcinogenic, probably more naphthenics than paraffinics will have to carry a warning label. Most producers are complaining about the vagueness of the OSHA standard, which will affect more than 600 substances. Although there is current overproduction in the naphthenic industry, predictions are for better growth than other base oils. Consequently, much concern is centered on the OSHA standard issue. The larger refiners can more easily modify their processing techniques to ensure that their naphthenics do not need the warning labels than can the smaller companies, and several have confirmed that they are planning that modification.
