Six years after he accepted and then backed out of an offer to be Pepperdine University's law-school dean, Kenneth W. Starr, the controversial independent counsel who investigated allegations of misconduct by President Bill Clinton, is back on the short list of candidates. In 1997 Pepperdine officials announced that the former federal appeals-court judge and solicitor general had accepted their offer of two deanships, one in law and one in a new public-policy program.
