  • Our contribution presents a structural concept which was developed for a model program entitled "Forderung von Kindern und Jugendlichen mit Migrationshintergrund FORMIG [Support for Immigrant Minority Children & Youth]," carried out from 2004 to 2009 in ten of the 16 German Federal States. The concept is based on the principle of cooperation & networking, aiming at the structural support of the central aims of the program. The program's intention was the development of continuous & cooperative language education, focusing on academic language proficiency. The structural goal of the program was the establishment of regional language education networks which can contribute to the accumulation of resources on the one hand, & on the other facilitate the sustainability of effective innovative approaches. Our contribution is based on the experience of the participating projects which were observed & evaluated by the Institute for Comparative & Multicultural Education, University of Hamburg (see footnote 1). At the same time, the observations unveiled a number of obstacles to cooperation & networking posed by features of the German education system.
