  • Since Mao's death in 1976 and Deng Xiaoping's rise to power in 1978, the Peoples Republic of China has been quietly moving toward modernization. In an analysis of this, attention is focused on the reasons for the far-reaching changes, the scope and impact of the reforms and the obstacles to them, and the implications of the reforms for China's relations with the West. The catalyst for reform was an economic and social crisis, accompanied by the loss of confidence in the Communist Party. Far-reaching changes occurred in the economic system with the de facto decollectivization of agriculture and the reordering of priorities, including emphasis on light industry, consumer goods, agriculture, and raising the standard of living. In the search for a more successful modernizing strategy, Chinese leaders have opened their economy and society to Western influences and ways. In addition to a common strategic interest of opposing Soviet expansion, there is an equally strong interest in greater Western participation in China's modernization program.
