Poppy culture & drug trade in Afghanistan are in an awkward dilemma. On the one hand poppy brings social security to poor farmers. On the other hand Afghanistan is responsibility for ninety percent of the global opium export. Narcotics bring money to the Taliban. The Afghan government & the international community developed an extensive counternarcotics strategy. The authors focus on the important instruments of this strategy, eradication (destruction) & interdiction to catch hold of the drug trade, & explain the Dutch position. Eradication leads to insurmountable problems as alternative crops are lacking. Interdiction is also problematic; it aims, however, at the criminal networks & not at the farmers.
