  • Somewhere amidst the litany of promotional material on Canada's role as a harbinger of humanitarianism is a dark page, flipped past by most. In one of the most incongruous public policy agendas in the country's history, the Canadian government is engaged in a foreign policy of actively promoting the use of asbestos and asbestos-containing products both domestically and internationally. This paper contends that recent attempts by Canada to block the inclusion of chrysotile into the Rotterdam Convention on Prior Informed Consent (PIC), to block the European Union ban on asbestos through the World Trade Organization, and the federal government's direct involvement in the domestic politics of asbestos-producing countries such as Brazil represent a dangerous precedent in the realm of public health. With regards to asbestos, Canada's leadership role has ultimately resulted in setting international norms and standards, and represents a stark departure from its public discourse on matters of human security.
