  • This article assesses whether employment tenure inhibits or contributes to productivity, and whether there is an optimum level of tenure for promoting productivity. An analysis of relevant literature is first offered, followed by a simple econometric analysis of the tenure/productivity relationship at the sector level in 13 European countries between 1992 and 2002. The different labor market systems existing in Europe are discussed, notably how they reflect the relationship between government and the social partners, and how they meditate numerical flexibility. It is argued that tenure is necessary both for worker's security and for firms' productivity; however, this stability should be paired with internal, functional flexibility. Overall, both extensive tenure and short tenure are found to have possible adverse affects on productivity. High employment insecurity is a concern since it reduces consumption, adversely affecting economic growth as well as productivity. The analysis showed that, on its own, tenure does not yield high employment security (which may only be a confirmation that employment security is affected by other factors, such as unemployment and the quality of job prospects).
