  • Examined is the importance attached to the concept of absorptive capacity in determining Canada's immigration policy in the post-WWII period. This elusive concept, while generally considered the driving impetus for the conduct of the immigration program, has continually changed its focus & substance to suit the period within which it was called upon to streamline immigration into Canada. Indeed, the flexibility afforded the government in changing the conduct of the immigration program through orders-in-council enabled the system to respond quickly to turning the immigration tap on during years of economic expansion & off during years of recession. Furthermore, absorptive capacity is an umbrella concept covering numbers of immigrants, countries of origin, occupational affiliations, & level of education, skills, & expertise. It should be noted that the economic forces guiding postwar immigration policy were usually perceived within a short-term perspective, ie, meeting demand for particular types of workers through immigrant manpower. However, Canada's absorptive capacity has not been envisaged solely as a quantitative determinant of immigration levels but also as a qualitative instrument, emphasizing higher levels of education & skill as a means of upgrading the quality of the LF.
