  • For some years, an advanced course in palliative medicine has been organised annually at Puszczykowo, Poland, by the Poznan Palliative Care Department in conjunction with the WHO palliative-care centre in Oxford. On this course, delegates from many countries of central and eastern Europe tackle such common obstacles as opioid phobia, collusion between patients and families, death as a taboo, and bureaucracy. Delegates also share their achievements in procuring oral morphine, in developing national policies which promote cancer-pain relief and palliative care, in fundraising, and in developing educational programmes for students and the general public. All these were tasks entrusted to them by the terms of the Poznan Declaration of 1998. At the sixth conference of the European Association for Palliative Care (EAPC; Geneva, Sept 22-24, 1999), a new international organisation was formed, under Polish law: the Eastern and Central Europe Palliative Care Task Force (ECEPT), which embraces 120 members from 17 countries, all committed to realising the aims of the Declaration.
