Primary among the goals which social studies teachers hold is teaching good citizenship; this goal is not being met. Until recently there was a base of support for strengthening the organization of learning materials & activities in the NSF Instructional Improvement Implementation Section of the Pre-Coll Education in Science Division; such support is no longer available. Work to date indicates that the social studies curriculum requires more social science content. The development of new social science curriculum materials has been accomplished within various disciplines, however dissemination models have not proved successful. The difficulties for implementing sociology have been greater than for other disciplines. The development of inquiry teaching technique & the sociological resources for the social studies is examined. An implementation project for sociology in Miss high schools is described in depth & offered as a model for successful implementation. Variation in the effectiveness of the implementation strategies, was heavily influenced by differences in school systems. The recognition of this effect is important, since there is no current base for encouraging & supporting implementation projects. This means that continued implementation & improvement require careful assessment of recent projects with a view to creating new channels for exchange among social studies teachers & for the dissemination of low-cost implementation strategies.
