  • Before 1914 membership of the Cabinet was restricted to men with considerable pol'al & parliamentary experience. Since then 1 in 7 entrants have not been career politicians & have served little or no time in Parliament. Of the career politicians, those who were MP's had each spent, on average, 14 yrs in the Commons, & before 1916 had each been in junior ministerial office for 3.5 yrs. Entrants after 1916 had been ministers for 4.5 yrs. The routes of promotion were via the Whips' Office &/or the Royal Household-very rarely followed since 1922; via the Law Officerships-a route now not often exclusively `legal'; &, most common, via administrative posts outside the Cabinet-in recent yrs a more extensive apprenticeship, largely because of the greater number of such posts.
