• Almost two years after the signing of the European Constitution in Rome, the consequences are visible that the European contract did not go into effect on the first of November 2000. Important qualifications & instruments are lacking in the EU in order to solve crises & challenges. In the last couple of months this has become evident when the EU had to work on the Nice-contract & could not fall back on the constitution. This situation means Europe's citizens must pay the costs. Europe cannot overcome the great challenges of our time with the present Nice-contract. With the new constitution, the EU could defend the values & interests of Europe both internally & externally. Therefore the new Europe -- constitutional contract -- must become effective at the latest by 2009. S. Block
