Examines government influence on fertility. Discussion begins with a look at fertility change as a "natural" accompany to social & economic development, with government left aside, as a means of shedding light on the underlying forces & processes of change that are often, if not always, more important in dictating the course of fertility than are government actions. Arguing that government influence on fertility is a function of key features of the polity, four types of situations based on a state's position along two axes measuring scope & intensity of intervention, on one hand, & the balance between administrative & legal authority, on the other hand, are outlined: minimalist state/rule by fiat; intrusive state/rule by fiat; intrusive state/rule of law; minimalist state/rule of law. Attention is then given to describing four main categories of state action that impinge on fertility behavior & outcomes. In closing, how fertility theory might be expanded to attend to the various relationships illustrating government's influence on fertility is considered. References. D. Edelman
