Comments on Bonnie Honig's (1998) article on the importance of the notion of citizenship to foreignness. At the public policy level, efforts have been made to revalorize the legal status of citizenship either by making it count for more or by making it harder to obtain. In the area of social theory, citizenship has been addressed by a range of theorists intent on investigating civic virtue, civic engagement, or the nature of group identities. Despite their interest in citizenship, however, few scholars have turned their attention to citizenship status & the treatment of aliens. This gap in the literature is attributed to the fact that most theorists regard citizenship as a national project. This approach to citizenship risks naturalizing the very category of citizen that theorists wish to investigate. Unless the concept can be detached from its nationalist moorings, it is suggested that theorists would do well simply to avoid the citizenship project altogether. D. Ryfe
