  • Informed by Stanley Saxton's (1993) model of the "citizen scholar," the use of church-based intervention programs in addressing inequality in US urban areas is examined. Overviews of Saxton's pragmatic perspective & of various forms of inequality in metropolitan Detroit, MI, are provided; property-tax base & job growth figures for Detroit & the surrounding region are compared to illustrate the extent of inequality. Myron Orfield's (1997) findings that churches played a significant role in reducing inequality in Minneapolis, MN, is used to develop a church-based intervention approach for Detroit. It is concluded that Saxton's citizen scholar is more closely aligned with participatory action research than applied sociology. 28 References. J. W. Parker
