Focusing on Australia's Adolescent Forensic Health Services, the author assesses the merits of this approach for dealing with widespread adolescent use of illicit drugs. The use of injected drugs, such as heroin, has especially profound risks: overdose; the spread of HIV, AIDS, & hepatitis; & a host of social problems including homelessness, physical/sexual abuse, & criminality. The author examines statistical data relevant to the sociodemographics of likely abusers, along with the health policy ramifications of competing definitions of "harm reduction." She concludes that the Adolescent Forensic Health Services approach promotes the broadest & most ethically responsible strategies for harm reduction in custodial (ie, juvenile justice) treatment of adolescent drug abusers.
