According to recent UNESCO statistics, it is estimated that there were some 1,3 million international students in the world in 1992. This expanding movement into the 'heart-land' systems of higher education and the complementary process of outflow from the 'peripheral' systems influenced the higher education systems in the OECD countries. The aim of this paper is to describe some of the issues surrounding mobility as they have been identified in earlier OECD publications, bring them up to date, with particular reference to Japan and other OECD countries, and present new issues for future thought.
