  • The disarray & uncertainty facing rural Ethiopia is evidenced in administrative chaos, crumbling peasant associations, & the voluntary exile of peasant leaders. The need for the establishment of a new administrative structure & of a model for the reconstruction of rural society presents a significant challenge to new state authorities. The feudal history of Ethiopia & the traditions of land use among various ethnic groups provide historical background for the radical land reform of 1975. While this period of peasant autonomy abolished all privileges of the nobility, it redistributed very little land & lasted only two years. Weaknesses & achievements of a new period of centralization that began in 1977, followed by a resettlement campaign & a villagization program in the mid-1980s, are presented. The program of the present Ethiopian People's Revolutionary Democratic Front emphasizes the improvement & development of small-scale private agriculture, & agriculture & industry will be developed on the basis of mutual assistance & interdependence. Obstacles to the new government's ability to build a new rural structure are discussed. 30 References. Adapted from the source document.
