• The role of the presidency in social change is examined through two case studies, involving the relationship between the woman's suffrage movement and the Woodrow Wilson administration and between the labor movement and the Franklin D. Roosevelt administration. Wilson and Roosevelt were both reform-minded but resisted these social crusades for equality. Moreover, social movements are not simply passive in the face of presidential support or resistance. National crises create conditions favoring major change.
