  • An examination of the influence of governmental policy in assuring territorial control of an extensive tract of land -- 4.5 million square kilometers roughly comprising the Amazon river basin, which was first a Portuguese colonial state & ultimately part of the Brazilian national territory -- between 1616 & 1960. Territorial control did not assure population increase &/or economic growth. How control was maintained is outlined, & the roles played by the international geopolitical context & the domestic situation are demonstrated; their comparative weight varied historically. Despite the absence of a consistent plan, both the Portuguese & the Brazilian governments were able to recognize which aspects of the territory were essential to control. The process was characterized by intermittent interventions, & it is suggested that decisions must have taken into account some kind of probability reasoning: ie, given the prevailing conditions, control of the territory followed an unwritten strategic game. Both ideological & political aspects of control were associated with plans for economic growth, but, as the latter were frequently thwarted, the ideological-political character of interventions became dominant. 26 References.
