  • Policies designed to promote human dignity thus require an understanding of potential conflicts between legitimate yet competing objectives in addition to an awareness of the differences in perception and behavior of target groups. Policies can only work to enhance human dignity if policy makers are aware of how different programs and initiatives will be acted upon by potential beneficiaries. How well environmental policies in Bangkok, Thailand, serve human rights purposes is examined using data from a study of slum and squatter households in the Bangkok Metropolitan Region. Public provision of hygiene and sanitation services in Thailand and how environmental policies, specifically water and sanitation programs, are used to promote the human dignity of Bangkok citizens, particularly marginalized groups such as squatters and slum dwellers, are discussed. The limits on human rights achievements which arise from individual and social forces relying primarily on recent household survey data collected specifically to study behavior concerning drinking water, wastewater, household waste, and sanitation in urban slums, are described. How some of these limitations can be reversed by policy actions is discussed.
