  • The concept of industrial democracy is analyzed in the context of bureaucratic structure. Theories of democratic evolution are briefly reviewed, noting a distinction between the procedural or unitary model (in the tradition of Jean-Jacques Rousseau) & the libertarian or conflictual model (as outlined by John Locke). Comparisons between the Yugoslavian self-management industrial system & northeast Italian management structures are drawn, noting the horizontal bureaucracy prevalent in the former & its relatively high degree of democratization. The importance of participation structured around worker incentives & task individuation is stressed; participation & democracy are not seen as fully equatable, however, & areas of persistent incompatibility between democracy & bureaucracy are suggested. 2 Tables, Appendix.
