The two dominant ideologies that emerged at the beginning of the nineteenth century -- liberalism in its European meaning & socialism -- regarded action by the state in very different ways. An attempt is made to classify existing political systems by reference to ideologies & to number of rulers (leaders & parties). A short examination of the discussion among members of the preparatory Commission on Human Rights in 1947 during the preparation of the Universal Declaration of Human Rights is followed by consideration of surveys dealing with social problems & human rights in the US & the USSR.
