  • While initial post-1989 claims of a new world order were oriented toward international organizations, the "new" new world order of George W. Bush is militarily oriented, reflecting a reversal of the Cold War domino theory. However, the primary issue is not the question of whether this world order is truly new, but rather the role of France & the EU in this debate, & an examination of Risse's conclusions. Although the actions of France, Germany, & others prior to the Iraq War may have been motivated primarily from self-interest, the lack of a clearly defined foreign policy is more critical. It is doubtful that a common foreign & security policy fell victim to the conflict, as the crisis in Yugoslavia demonstrated a clear lack of efficiency, largely due to the lack of a central personality to relay the EU position, however unclear. Yet an incomplete common foreign & security policy does not represent a fatal lack, as power is not strictly defined by military strength. While this view may be natural in light of the concentration of attention on security in the transatlantic relationship, the political relationship between Europe & the US has yet to be more widely addressed. 4 References.
