• Local-level employment policymakers need to be more flexible than those at the national level; challenges faced at the local level include coordination of diverse & divergent policy areas (urban renewal, social welfare, employment, development), creation of new institutional apparatus, & immediate contact with policy outcomes. Drawing on comparative research conducted in five European Union countries (Italy, France, Germany, Portugal, & the UK), it is concluded, through close analysis of organizational structure, decision-making process, & implementation, that decisions made at the local level, particularly if they are willing to take risks, are a crucial component in labor market performance at the local level. 22 References.
