The politics of health reform in southern European countries are mixed with the interests of pressure groups. Among these, the most important ones are the medical profession in the case of nondemocratic countries (such as Portugal before 1974) & programs of political parties (as in Italy between 1964 & 1975). A theoretical framework is developed on the relationship between socioeconomic development & health reform. This is then applied to two cases: Portugal from 1961-1974 & Italy from 1964-1975. In contrast to other southern European countries, the Portuguese medical profession has been one of the most important factors advocating health reform in the country. In Italy, the design of health reform has been an important task of political parties since 1964, especially the Christian Democratic, Socialist, & Communist parties. Modified HA.
