  • Desire for change in Colombia is felt across the country, but there is no focus because of a lack of civic virtues in political parties, the government, & institutions. The peace process cannot be viewed as a specific action that will resolve all the country's problems, but as the passage of the involved actors from a military to a political posture that breaks the conflict cycle. This will open up the public space to debate, negotiations, & agreement on a democratic agenda, & give the marginalized & displaced actors an audience. The Colombian actors should learn from other peace processes in Central America that in a war of this magnitude, there are no winners; war ends with the democratization of the regime & society.
